PROBLEM TO BE SOLVED: To improve the communication speed of a registered mobile station when a load on a femtocell base station is heavier than that on an adjacent femtocell base station.SOLUTION: A method of the invention is a handover control method of a radio communication system which includes a first femtocell managed by a femtocell base station and a second femtocell adjacent to and partly overlapping with the first femtocell, and in which a priority mobile station having higher priority and a normal mobile station having lower priority are connected with the femtocells. The handover control method comprises the steps of: obtaining loads on the femtocell base station and the adjacent femtocell base station; obtaining first and second communication quality of the priority mobile station in the first and second femtocells, respectively; calculating a threshold value by use of the magnitude of the loads on the femtocell base station and the adjacent femtocell base station; and performing handover control of the priority mobile station to the adjacent femtocell base station if the difference or ratio between the second communication quality and the first communication quality is equal to or less than the threshold value.
