PROBLEM TO BE SOLVED: To provide a technology that enables generation of a feature amount hardly affected by a subject motion in an image or a surrounding motion therein.SOLUTION: A feature amount generation device comprises: a feature point detection unit 10 that detects a feature point from an input image; a pixel information generation unit 30 that generates pixel information from pixel values in a periphery of the feature point in the input image; a feature point pixel information distribution generation unit 40 that generates a first distribution of pixel information on a first area including the feature point; a sub-feature point detection unit 50 that detects a sub-feature point in the periphery of the feature point; a sub-feature point pixel information distribution generation unit 60 that generates a second distribution of pixel information on a second area including the sub-feature point; and a feature amount generation unit 70 that generates a feature amount at the feature point on the basis of the first distribution and the second distribution.
