PROBLEM TO BE SOLVED: To facilitate the restriction of a medium to be used for communication between terminals.SOLUTION: A communication system includes: terminals 3a-3c each of which transmits a request signal including the kind of a medium desiring communication with another terminal and performs communication with the other terminal through the use of the medium of the kind included in the request signal when communication is permitted in response to the request signal; and a communication control server 2. The communication control server 2 includes: reception means 22 that receives the request signal from the terminal to be connected; determination means 212, 222 each of which reads restriction data related to the restriction of the medium to be used for communication from a restriction data storage unit when the reception means receives the request signal, and determines whether or not restriction exists in an origination source and an incoming destination concerning the medium included in the received request signal; and transmission means 213, 223 each of which transmits the determination result of the determination means to the terminal. |
