When receiving the request Srq from the second terminal 13, the first terminal 5 grants a main key right to which use restriction is applied to the second terminal 13. The second terminal 13 grants the sub key right to the communication terminal 21, by operating using the main key right with the use restriction granted by the first terminal 5 and enables the communication terminal 21 to operate as an electronic key. |
