<p><P>PROBLEM TO BE SOLVED: To solve the problem in which: in the prior art, it has been possible to detect an existence of a high-temperature region generated by a fire or the like and output an alarm; and it has been impossible to dynamically set a region satisfying certain temperature conditions, detect a person approaching and output an alarm. <P>SOLUTION: An "alarm system" 0100 of the present invention has a configuration in which an "area of interest" 0102 for outputting an alarm on the basis of a temperature distribution in an installation space acquired by a "thermal image camera" 0101 and prescribed temperature conditions is set, and an alarm is output to a person when the person approaches in a "prescribed range" 0103 of the area of interest.
