PROBLEM TO BE SOLVED: To provide an image encoding method capable of reducing an amount of arithmetic operation in intra-prediction of encoding optimization processing.SOLUTION: An image encoding method comprises: a reference pixel generation step of generating a reference pixel from prediction pixels of neighboring pixels and pixels of an original image in an intra-prediction direction; a pseudo intra-prediction pixel generation step of generating a pseudo intra-prediction pixel from the reference pixel; an encoding cost calculating step of calculating encoding costs in the intra-prediction direction from an error between the pseudo intra-prediction pixel and the pixels of the original image and an amount of codes generated when the pseudo intra-prediction pixel is generated; and a an intra-prediction direction setting step of setting an intra-prediction direction corresponding to the minimum intra-prediction cost among the calculated encoding costs as the intra-prediction direction.
