The present invention aims to provide a porous membrane on which a tertiary interface can be uniformly formed. The present invention relates to the porous membrane, a method for manufacturing the same, and furthermore a fuel cell including the same. The porous membrane includes fabric including a first tubular fiber and a second tubular fiber. Each of the first tubular fiber and the second tubular fiber contains each different substance. The fabric is woven with the first tubular fiber as a warp and the second tubular fiber as a weft, or is woven with the first tubular fiber as a weft and the second tubular fiber as a warp.
