The present invention proposes a method and an apparatus for determining a motion vector for video encoding and video decoding. Disclosed is a method for determining a motion vector of a current block, by: determining a plurality of candidate blocks referred in order to predict a motion vector of the current block among neighboring blocks of the current block; determining a candidate motion vector of a first candidate block, on the basis on whether a reference block of the first candidate block and a reference block of the current block among the candidate blocks are a long-term reference picture respectively; and using a candidate motion vector list including the determined candidate motion vector of the first candidate block and candidate motion vectors of the other candidate blocks. |
