PROBLEM TO BE SOLVED: To provide a packaging bag which can be easily opened and, at the same time, can be prevented from being broken, and which can be easily manufactured.SOLUTION: A sheet 10 of the present invention for manufacturing a packaging bag includes a first layer 11 as an innermost layer and a second layer 12 formed on one side of the first layer 11. The first layer 11 is a resin layer having a tensile strength of 15 N/15 mm or less and a thickness of 15 μm or less. The second layer 12 is a resin layer having a tensile strength of more than 15 N/15 mm. A packaging bag of the present invention is manufactured by: superposing the sheets 10 for manufacturing a packaging bag in such a manner that the first layers 11 and 11 face each other; and forming a first seal part where the first layers are bonded together and a second seal part B where the second layers 12 and 12 are bonded together.
