PROBLEM TO BE SOLVED: To provide a hydrophilic laminate and the like, which can maintain hydrophilic properties for a lengthy period without being subjected to restrictions on a usable place, even when using a resin base material capable of being easily processed.SOLUTION: A hydrophilic laminate includes a resin base material, and a hydrophilic resin layer on the resin base material. The hydrophilic resin layer has either a fine protrusion or a fine recess on a surface. A pure water contact angle of the surface of the hydrophilic resin layer is less than 40° .
