To convert water-soluble fluorine compound to water-insoluble compounds, to decompose the cyanides and to ensure that NOx will be emitted only at a low rate, sulfates of calcium or of magnesium are added to the residual materials and the latter are then treated at temperatures from 650 to 900.degree.C in a two-stage fluidized bed system. The first stage is operated under slightly reducing conditions and the second stage under oxidizing conditions.
