The present invention relates to an apparatus and a method for communications between vehicles which can solve a collision problem during message transmission which is caused when multiple vehicles select the same epoch. The apparatus comprises: a communication unit for communicating with other vehicles; a location checking unit for checking vehicle location information; and a control unit for synchronizing a message transmission and reception point with the other vehicles through a signal of the location checking unit, performing phase control for massage transmission, and transmitting a message to the other vehicles at a message transmission and reception point which is finally determined according to the result of the phase control.
