A method for manufacturing a liquid crystal display, comprising: forming a first electrode on a first region and a second region of the first substrate; forming a second electrode on a second substrate; forming a first alignment layer that comprises a first alignment base layer and first alignment regulators on one of the first substrate and the second substrate; introducing a liquid crystal between the first substrate and the second substrate; applying a first voltage between the first electrode and the second electrode while irradiating light to the first alignment layer to form a first pre-tilt in the first alignment layer in the first region while preventing the light from irradiating to the first alignment layer in the second region; and after the applying the first voltage, applying a second voltage between the first electrode and the second electrode while irradiating light to the first alignment layer to form a second pre-tilt in the first alignment layer in the second region, wherein the first voltage and the second voltage are different from each other, and wherein the first pre-tilt and the second pre-tilt are tilting angles of the first alignment regulators with respect to the first alignment base layer and are different from each other.
