PROBLEM TO BE SOLVED: To avoid an overlapped link identifying code set by means of an on-vehicle unit with that for communication and to reliably execute communication when the on-vehicle unit enters a new communication area by judging whether the identifying code for one's own link is overlapping with that for another link. SOLUTION: When the on-vehicle unit 1 enters the communication area A of a road side unit 2, it is judged by a judging operation at the side of the on-vehicle unit 1 that no overlap exist in an LID as the link identifying code and, then, an ACTS signal with an LID is transmitted from the unit 1. In this case, at the side of the road side unit 2, it is confirmed that the unit 1 which transmits the ACTS signal does not have an LID which is overlapping with that used in another on-vehicle unit 1 during communication at present (a link processing) and also it is simultaneously judged whether the ACTS signal with the same LID is received or not. In the case of no overlap, an FCMC SIGNAL where a slot for communication is designated by the LID is transmitted to the newly entering on-vehicle unit 1.
