The high-strength and high-carbon wire and according to the present invention contains 0.8-1.1 wt% of C, 0.7-1.3 wt% of Si, 0.1-0.5 wt% of Cr, 0.07 wt% or less of Mn (excluding 0%), 0.015 wt% or less of P, 0.015 wt% or less of S, and the remainder consisting of Fe and inevitable impurities.</p>
