PROBLEM TO BE SOLVED: To perform efficient HARQ processing of downlink shared data even if control information for the downlink shared data to be allocated to a plurality of sub-frames is allocated to a specific sub-frame.SOLUTION: A radio communication method allocates control information for downlink shared data to be allocated to a plurality of sub-frames to a specific sub-frame and transmits it to a user terminal. The radio communication method generates the control information including bit information larger than three bits which identify identification information on HARQ processing, maps the generated control information to the specific sub-frame, and transmits the control information and the downlink shared data to the user terminal.
