Disclosed are a parking management system and method to collectively operate a plurality of individual parking lots. The parking management system comprises: an individual parking lot management device transmitting individual parking lot information including locations of individual parking lots, the number of vehicles which can be currently available to be parked, an operation time, a parking rate, whether parking is a mechanical parking, whether there is a women-exclusive parking space, and whether a parking lot is a public parking lot; a user smartphone receiving user vehicle information including a vehicle number of the user, a vehicle model, the current vehicle location and destination, and transmitting the same; and an integrated parking management server receiving the individual parking lot information from the individual parking lot management device in real time, receiving the user vehicle information from the user smartphone in real time, and transmitting the individual parking lot information of an individual parking lot available to currently park among the individual parking lots located within a predetermined radius from the destination using the received individual parking lot information and the user vehicle information, wherein the user smartphone provides a navigation map between an individual parking lot selected by the user and the destination after parking.
