The present invention relates to a heat radiation porous substance and a manufacturing method thereof which fills phase change material in the permeability porous substance by the absorption and emission of latent heat for making a light heat radiation structure and having excellent heat radiation characteristic. The manufacturing method of the heat radiation porous substance comprises: a process for preparing for permeability porous substance in which a plurality of pores is formed; and a process for filling phase change material in the pore of the permeability porous substance.
