A monitor data creating unit (142) creates monitor data for monitoring a monitoring subject on the basis of an operation status history which the operation status data which is acquired by the operation status receiving unit (134) indicates. The monitor data creating unit (142) transmits the created monitor data to the apparatus management devices on the monitor side which are connected via the external network (102).
