PROBLEM TO BE SOLVED: To provide an information processing system and an information processing method capable of suitably distributing advertisements.SOLUTION: An information processing system includes: a cookie setting part 231 for allowing the browser of a client terminal 400 to set the cookie of the domain of an advertising medium providing site including a user identifier for identifying a user in response to a request from the client terminal 400 based on a program included in the page information of the advertising medium providing site; a cookie confirmation part 232 for acquiring browsing information from the browser of the client terminal 400 by using the cookie of the domain of the advertising medium providing site; an SSP(Supply Side Platform) part 210 for receiving notification indicating that the advertisement display frame of the advertising medium providing site exists from the client terminal 400 which has performed access to the advertising medium providing site; and a bid determination part 234 for determining bid conditions corresponding to the advertisement display frame of the advertising medium providing site by using the browsing information.
