PROBLEM TO BE SOLVED: To detect an inclination of an original image at a low cost.SOLUTION: A reference data generation part 31 generates as reference data a plurality of reference values corresponding to each of a plurality of divided blocks on the basis of pixel values of a plurality of pixels in the plurality of divided blocks after dividing in a main scanning direction one or more lines obtained by reading a background part. An original image edge detection part 33 selects a line along a sub-scanning direction and detects an edge in the sub-scanning direction of an original image on the basis of a read pixel value with respect to a plurality of prescribed pixel positions in the main scanning direction in the selected line and a reference value corresponding to a divided block to which its pixel position belongs. An image attribute identification part 34 detects inclination of the original image on the basis of the edge in the sub-scanning direction of the original image detected with respect to the plurality of prescribed pixel positions.
