1. A closure element with elastic and non-elastic regions comprising:
a nonwoven web; an elastically extensible film strip joined to the top surface of the nonwoven web; a nonwoven material disposed on top of the film strip; and a strip of a fastening material disposed on top of the nonwoven web, wherein the fastening material comprises a plurality of hook projections extending from a base, and at least one region that is free of any hook projections, wherein at least one of the film strip, and the nonwoven material overlaps with the region that is free of any hook projections.
