PROBLEM TO BE SOLVED: To provide a shape deformation device and a shape deformation method capable of performing a deformation job with high deformation accuracy and further reducing a calculation time while preventing an optimization problem. SOLUTION: A shape data generation system 1 comprises: a deformation execution part 252 that deforms a space to be deformed including an inner plate shape and a molding shape by moving a plurality of control points while setting a range of a space that is deformed by one moving control point to a prescribed range; and a condition change part 254 that reduces the range of the space deformed by one moving control point compared with the prescribed range while increasing the number of control points in the space to be deformed, after the deformation execution part 252 moves the plurality of control points. After the condition change part 254 changes the number of control points and the range of a space to be deformed, the deformation execution part 252 deforms the space to be deformed by moving the plurality of control points the number of which has been changed.
