PROBLEM TO BE SOLVED: To provide an instrument capable of objectively confirming the softening degree of hair during processing the hair fixed to a rod with the first agent of permanent. SOLUTION: In a permanent hair softening checker having a base plate with transparency and marks showing the softening degree of the permanent hair shown in the base plate, the marks showing the softening degree of the permanent hair are the marks showing the size of the curl which the standard hair naturally shows in the case of removing a rod at the time point when the standard hair reaches the softening degree suitable for applying the second agent after winding the standard hair around the rod and applying the first agent to the standard hair.
