PROBLEM TO BE SOLVED: To reduce power consumption. SOLUTION: A switch part 6 is provided between an input side power supply 3 and a primary side circuit 1. An input signal DIN, which was conventionally given to an input signal terminal TIN of the primary side circuit 1, is given to the switch part 6 to turn on and off the switch part 6 depending on a level of the input signal DIN. In addition, to the input signal terminal TIN, a signal (a signal being at "L" level when the output signal is forcibly fixed to "H" level, or a signal being at "H" level when the output signal is forcibly fixed to "L" level) having an opposite level to a level of an output signal DOUT outputted from a secondary side circuit 2 that is forcibly fixed when supply of a power supply voltage VDD1 to the primary side circuit 1 is blocked is given instead of the input signal DIN.
