PROBLEM TO BE SOLVED: To provide the technology capable of implementing secure recording and management of video-recording data. SOLUTION: In a monitoring system 100, a local management system 1 and an auxiliary recording device 2 are connected through a network N. The local management system 1 includes a local recording device 12 for recording and managing video-recording data 9 acquired from a monitor camera 11. If any defect occurs in an HDD that the local recording device 12 has, the video-recording data 9 to be acquired until recovery of the HDD are transmitted to the auxiliary recording device 2 as temporary saved data and temporarily recorded in the auxiliary recording device 2.
