摘要 <p>Disclosed are a method for configuring a packet of a network abstraction layer unit (NALU) for switching an IPv6 label and an algorithm for encoding a video, controlling a QoS, and decoding video device using the same. A format of the NALU according to an embodiment of the present invention comprises a network abstraction layer header (NALH) including a label having a certain size and a network abstraction layer (NAL) payload including encoded data. The label is determined based on a combination of layer information including a priority of the encoded data, a spatial layered label, a temporal layered label, and a quality layered label. The label included in the NALH can be used to determine by which decoding module the NALU is processed. Also, the label can be included in a packet header, wherein the label of the packet header can be used to determine whether a MANE transmits the corresponding packet. For example, the label of the packet header can be used in a QoS control manner of a video service using a flow label of an IPv6 header. An IPv6 router can identify a priority by each video packet using a portion of the flow label of a 20 bit length, wherein the NALH defined by an MPEG-JVT is changed to a label, thereby providing a way to effectively realize the MANE assumed in the MPEG-JVT.</p>
