The likelihood computation unit, on the basis of the feature value, computes a likelihood which indicates the probability that the image in the first search window is a first vehicle region which includes a vehicle image. The vehicle region determination unit determines on the basis of the likelihood whether the image in the first search window is the first vehicle region. The template creation unit generates a template image on the basis of the first vehicle region. The template storage unit stores the template image. The tracking region setting unit sets a tracking region on the basis of the template image. The second search window setting unit sets a second search window in the tracking region. The candidate region determination unit determines whether an image in the second search window is a candidate region which is a region which matches the template image. The selection unit selects from the candidate regions a second vehicle region which includes a vehicle indicated by the template image. The sensing unit senses for at least the presence of a vehicle on the basis of the first vehicle region and the second vehicle region.
