PROBLEM TO BE SOLVED: To provide a smoking agent composition whose odor such as burnt smell emitted during smoking is suppressed by combining IPMP and/or IPBC and ADCA, and provide a smoking device.SOLUTION: A smoking agent composition contains: (A) one or both of isopropyl methyl phenol and 3-iodo-2-propynyl butyl carbamate; (B) azodicarbonamide; (C) a perfume component; and (D) solvent having a boiling point of 180°C or more. The mass ratio (C/D) of the (C) to the (D) is 0.3 to 5.
