The present invention relates to a frictional seismic isolation device (100) installed between an upper structure (10) and a fixating plate (21) of a lower column (20). The frictional seismic isolation device comprises a lower plate (110) having a shear key (111) vertically installed at the center thereof; a gravity load receiving member (120) which is installed and fixed on the lower plate (110) while being inserted into the shear key (111) to receive gravity load; a connection sphere (130) installed on the gravity load receiving member (120) while being fixed on the lower plate (110) by being inserted into the shear key (111); a friction material (140) installed on the connection sphere (130) to perform frictional damping function to control displacement; a spring (150) combined to four sides of the connection sphere (130) to perform restoring function; a height-adjusting member (160) installed on the friction material (140) to adjust the height of the friction material (140) to control and inspect surface pressure between the connection sphere (130) and the friction material (140) and replace the friction material (140) and the spring (150); and an opening and closing type protection box (170) installed on the height-adjusting member (160) to protect the friction material (140) and the spring (150) from external shock. According to the present invention, the frictional seismic isolation device performs structural and functional roles such as supporting function for an upper structure and energy absorbing function, overcomes the limitations, which does not secure restoring power, by comprising the height-adjusting member at the same time. The frictional seismic isolation device is capable of checking the integrity of internal components at all times and facilitating the exchange of the internal components.
