PROBLEM TO BE SOLVED: To provide a base station and a user terminal, solving a data scheduling problem of a downlink (DL) subframe corresponding to an uplink (UL) subframe.SOLUTION: The base station includes: when a UL subframe corresponding to a DL subframe is a blank frame in a frequency division duplex (FDD) DL frequency band, a processor configured to determine an UL feedback subframe of the DL subframe corresponding to the blank frame, according to the timing relationship of a hybrid automatic retransmission request (HARQ) set to include mapping relationship between the DL subframe corresponding to the blank frame and the UL feedback subframe of the DL subframe; and a receiver configured to receive data feedback in regard to the DL subframe corresponding to the blank frame on the UL feedback subframe determined by the receiver.
