PROBLEM TO BE SOLVED: To provide an apparatus and a method for forming a film effectively suppressing neck-in, film shaking, and a resin residue having a trade-off relationship with neck-in suppression. SOLUTION: The apparatus 10 for forming the film is used to form the film FL by extruding a molten resin fl down through an outlet 1a formed at a lower end face 1b of a die 1 and pressing, cooling, and solidifying the molten resin fl between a pair of lower cooling rollers 3B, 3C. The apparatus includes: a pre-roller 3A between the outlet 1a and the cooling rollers 3B, 3C; and a fluid chamber 5 supplying fluid fd to a space K between the outlet 1a and the pre-roller 3A, where the fluid fd supplied from the fluid chamber 5 applies fluid pressure p in a direction pushing back the molten resin fl in the space K to prevent the molten resin from being displaced in a rotational direction of the pre-roller 3A to be taken in while flowing toward the die 1 side through a fluid path along a surface facing the space K and the pre-roller 3A.
