A correction speed Vis calculated by using the positioning signal S1by the first antenna 101 (S103). A conversion speed Vconverted the first speed Vwith reference to a position of the second antenna 102 from the first speed Vand the correction speed V(S104). A differential value between the second speed Vand the conversion speed Vis calculated, and the differential value is integrated for a predetermined time (S105). An occurrence of a deflection is detected by comparing the integration differential value with a threshold (S106).</p>
