PROBLEM TO BE SOLVED: To apply a servomotor for driving a forming tool to a servomotor for driving a measuring tool. SOLUTION: A tool slide table 112 is mounted with a measuring tool 150C with a wire spring 1A as an object for energization besides a coil forming tool 120C. A servomotor M110 or the like are driven, and the wire spring 1A is formed using a bend-forming tool 120A, after that, when the servomotor M110 corresponding to the measuring tool 150C used for measuring the formed wire spring 1A is driven, a control section 202 measures the movement amount of the measuring tool 150C moved till the measuring tool 150C is contacted with the wire spring 1A, and, from the measurement result, whether the wire spring 1A is good or not is determined.
