The present invention relates to an apparatus and a method for measuring a movement strain rate of a cable in a conduit. The apparatus comprises: a displacement detection sensor provided on the outside of a conduit and detecting position displacement of the cable in the conduit; a temperature detection sensor provided on the outside of the conduit and detecting temperature variation of the cable in the conduit; and a cable strain rate measuring unit measuring snake width and snake pitch of the cable using position displacement detected by the displacement detection sensor, and measuring a movement strain rate of the cable by applying temperature variation detected by the temperature detection sensor to the calculated snake width and the snake pitch of the cable.
