PROBLEM TO BE SOLVED: To provide a digital watermark processing system capable of maintaining quality in contents and preventing expansion of a file size while implementing efficient digital watermark processing.SOLUTION: The digital watermark processing system comprises: division content generation means for generating M kinds of division contents by embedding M pieces of digital watermark data items in the contents; content encoding processing means for applying encoding processing to each of the division contents in such a manner that the processed content is formed from an encoding unit (GOP) with a fixed time length or the fixed number of frames; content dividing means for dividing each of M kinds of encoded division contents into divided elements each formed from one or more GOPs; and digital watermark content generation means for selecting one of the M kinds of divided elements so as to form a digital watermark pattern corresponding to a provision object, and generating digital watermark contents by coupling a series of selected divided elements.
