PROBLEM TO BE SOLVED: To provide a transmission device that is able to expand transmission bandwidth per flow and preferentially transmit a packet with a high real-time property.SOLUTION: A transmission side transmission device 1 comprises: a plurality of communication control means 10; priority table storage means 11 for storing a priority table associating priority per transmission and reception address information on packets; a processing waiting buffer 13 for storing an input packet; input packet identification means 12 for identifying the priority of the packet from the priority table on the basis of the transmission and reception address included in a packet transmitted by a transmission device, and for storing it in the processing waiting buffer 13; preferential packet acquisition means 14 for preferentially acquiring packets with high priority from the packets stored in the processing waiting buffer 13; packet distribution means 15 for distributing the packets acquired by the preferential packet acquisition means 14 to the plurality of communication control means 10 sequentially.
