A device in the present invention controls the generation of ozone while increasing the generation of ions or radicals to obtain enough deodorizing and sterilizing functions, and which comprises a pair of electrodes (21, 22) with dielectric films (21a, 22a) and performs plasma discharge by applying a predetermined voltage between the electrodes (21, 22). The device is formed to include fluid flowing holes (21b, 22b) on points corresponding to the electrodes (21, 22) respectively to have the same penetrate, and is formed to generate plasma only from the opened ends (21x, 22x) forming the fluid flowing holes (21b, 22b) between the pair of electrodes (21, 22). |
