A netlist converter (200), which generates configuration information for reconfiguring a reconfigurable logical operation unit, comprises a mapping unit (212) and a generating unit (220). The mapping unit (212) enumerates k-feasible cuts, where k is less than or equal to an integer representing a number of nodes that have been cut, among all cuts for each node included in a netlist (136) generated on the basis of specifications to be processed in the logic operation unit. The generating unit (220) generates configuration information (230) that includes: element reconfiguration information (231) for reconfiguring elements by selecting cuts assigned to elements among the enumerated k-feasible cuts; and channel reconfiguration information (232) for reconfiguring data transfer channels in such a manner as to achieve the netlist by connecting the reconfigured elements.
