An image forming apparatus (1) and an image forming method according to the present disclosure read a document as image data (95); store the image data(95); determine a range of a map on the image data (95) and recognize character information and graphic information from the range of the map; estimate an area of the map, based on the character information or the graphic information; acquire map data (97) of the area of the map; add additional information to the map data (97); replace the range of the map on the stored image data (95) with the map data (97) containing the additional information; and output the image data (95) in which the range of the map has been replaced.
