This earthquake prediction device is provided with a predicted value calculation unit that calculates, from a prediction formula, a predicted value (MMIvp) indicating the magnitude of expected ground motion according to the modified Mercalli intensity scale after sensors have begun detecting the ground motion of an earthquake, by using a maximum velocity value (Vumax), which is the maximum value among the absolute values of a velocity component calculated by a vertical velocity calculation unit.
