PROBLEM TO BE SOLVED: To suppress occurrence of a color shift in a rotation direction of an intermediate transfer belt even if the intermediate transfer belt is stretched due to a deterioration caused by a long time use or stretched due to a swelling under an environment of high temperature and high humidity. SOLUTION: An operation part 306 is provided, which sets the period from the time an application of a transfer bias to primary transfer rollers 39a to 39d to the time light is irradiated by scanner units 11a to 11d. After the transfer bias is applied to the primary transfer rollers 39a to 39d, the light irradiation by the scanner units 11a to 11d is started in accordance with the passage of time set by the operation part 306.
