PROBLEM TO BE SOLVED: To provide a thermoelectric element in which a sufficient temperature difference can be obtained even if it is made thin, and to provide a thermoelectric device and a method of manufacturing a thermoelectric element.SOLUTION: In a thermoelectric element constituted by connecting a pair of planar lower electrodes arranged on the same plane at an interval, and a planar upper electrode arranged above the lower electrode so as to face the lower electrode by means of a pair of thermoelectric semiconductor elements. The thermoelectric semiconductor element is a thin film and the surface area of the upper electrode is larger than that of the lower electrode.
