PROBLEM TO BE SOLVED: To provide a content distribution system and an one-segment broadcasting device capable of quickly and surely providing useful content to a disaster victim after the occurrence of a disaster.SOLUTION: A content distribution system includes: one-segment broadcasting means 6; a transmission facility 3 for distributing first content via an IP network 7 to the one-segment broadcasting means 6; a broadcast radio master station 25 for performing the distribution of second content and the transmission of a switching command to switch the content to be broadcast via broadcast radio waves 34; and an outdoor slave station 26 for receiving the second content and the switching command from the broadcast radio master station 25, and for relaying it to the one-segment broadcasting means 6. The broadcast ratio master station 25 performs the distribution of the second content and the transmission of the switching command via the outdoor slave station 26 to the one-segment broadcasting means 6, and the one-segment broadcasting means 6 switches and broadcasts the first content and the second content on the basis of the switching command.
