PROBLEM TO BE SOLVED: To restrain a loss in reverse rotation torque of a power generation device at the time of swing-back operation and enhance the reliability of swing-back operation in a starting control device of an internal combustion engine that performs swing-back operation by driving of the power generation device at the time of idle-stop operation and supports a driven member of a centrifugal clutch via a one-way clutch on a transmission shaft in a transmission path from a crankshaft to an engine output part.SOLUTION: A one-way clutch comprises a locking restriction device that restricts locking for torque transmission at the time of reverse rotation in swing-back control of a transmission shaft that supports the one-way clutch itself. After ordering a power generation device to rotate reversely in swing-back control, a control device temporarily makes the power generation device rotate normally and then makes the power generation device rotate reversely again if the power generation device does not properly rotate reversely.
