PROBLEM TO BE SOLVED: To provide an image forming apparatus which prevents a tip ridge part of a cleaning blade from being separated, while preventing wear or abnormal noise of the cleaning blade or an image carrier, and to provide a process cartridge.SOLUTION: In an image carrier, an outermost surface layer contains a cross-linked material obtained by cross-linking a reactive charge transporting material having two or more hydroxyl groups with an isocyanate compound. The cross-linked material contains at least one kind of tertiary amino group. A cleaning blade 62 includes a strip elastic blade 622. A portion of the elastic blade 622 including an image carrier contact part is impregnated with acrylic or/and methacrylic resin, and an acrylic or/and methacrylic resin surface layer 623 is arranged on a surface of the elastic blade 622 including the image carrier contact part. |
