PROBLEM TO BE SOLVED: To repair a damaged part of an insulation coating simply in a short time, while using a repair agent that is a fluid having insulation properties and adhesiveness and curing in the air. ! SOLUTION: A cartridge 11 housing a repair agent that is a fluid having insulation properties and adhesiveness and curing in the air, and causing the repair agent thus housed to flow out from a nozzle 33 by applying a pressure thereto is prepared. While blocking outflow of the repair agent from the cartridge 11 by closing the tip of the nozzle 33 by means of a shutter 151, regulation of outflow of the repair agent is released by means of an opening and closing mechanism 152.
