BASE STATION AND DORMANT CONTROL METHOD

PROBLEM TO BE SOLVED: To reduce energy consumption while guaranteeing service quality.SOLUTION: A base station which is located in a cellular network system together with other adjacent base stations and provides an information service to a user terminal includes: determination means which compares the states of traffic currently provided by the base station and the other adjacent base stations and determines whether or not the traffic of the base station is the lowest among a plurality of base stations; information transmission means which transmits a dormant request to the adjacent base stations and a handover request for handing over the user terminal relevant to the base station when the determination means determines that the traffic currently provided by the base station is the lowest; reception means which receives feedback information output after permission control in the adjacent base stations; and execution means which executes the dormant determination after receiving handover request permission information from the adjacent base stations.
