Disclosed is a polymer solar cell including a photoactive layer with an electron acceptor layer having a network structure and a silica thin layer which is configure to surround the outer layer of the electron acceptor layer. Electron acceptor polymers, an electron give polymers, and electron acceptor polymers mixed of a block copolymer are formed in the polymer crystal grain by a self-organization phenomenon. In addition, a silica precursor contained in the block copolymer in a heat treatment process causes a crosslinking reaction mutually and is formed in a silica film by the crosslinking reaction. Electrons generated in an electron give layer through the silica film are tunneled and holes block tunneling. Therefore, recombination of the holes and the electrons in the electron acceptor layer is prevented.
