PROBLEM TO BE SOLVED: To efficiently extract charged particles in an accelerator in a charged particle beam extraction method and apparatus used in conjunction with charged particle radiation of cancerous tumors.SOLUTION: A charged particle beam extraction apparatus comprises: a pair of extraction blades 412, 414 in which at least a one-kilovolt DC current is applied across the pair of extraction blades 412, 414 and a charged particle beam of reduced energy passes between the pair of extraction blades 412, 414; and a Lambert deflector magnet 292 in which the DC voltage applied across the pair of extraction blades 412, 414 changes a direction of the reduced energy charged particle beam passing through the Lambert deflector magnet 292, and which generates the reduced energy positively charged particle beam.
